Alert–PRC To Start Rulemaking To Change USPS Rates System

Tomorrow at 1 PM EST, the Postal Regulatory Commission will announce a proposed rulemaking to change the current system for setting and regulating USPS Market Dominant mailing postage rates. This comes as the result of 255 days of private deliberation after the PRC received numerous comments from customers, the USPS, its unions, and other interested parties. The PRC clearly has signaled its first order decision: the regulator believes that the current system is not meeting objectives set by Congress and change is in order. Details below:

PRC to Make Announcement on the Future of the Postal Ratemaking System                     

BACKGROUND: The Postal Regulatory Commission was required to initiate a review of the system for regulating rates and classes for Market Dominant products to determine if the ratemaking system has achieved the objectives of 39 U.S.C. 3622(b), taking into account the factors enumerated in 39 U.S.C. 3622(c). On December 20, 2016, the Commission began its review. Chairman Robert Taub will host a media conference to discuss the Commission’s findings.
