Dear Alliance Members:
The House of Representatives may this week consider H.R. 2441, the “Improving Disclosure for Investors Act,” which has been included in the House capital markets legislative package (H.R. 3383).
The Act, if passed by Congress, would allow a significant volume of financial information that today is legally required to be sent to Americans via hardcopy U.S. mail to be distributed electronically. This would take away the choice to receive these communications in paper form for many Americans who do not have access to broadband internet, particularly seniors, rural residents, and lower-income households that rely on paper statements, bills and notices to manage finances, access services, and avoid fraud.
It would also have a significant detrimental impact on the U.S. Postal Service in terms of decreased revenue and volume at a time it can ill afford such a loss. For nonprofit mailers, anything that further weakens the Postal Service’s ability to provide an affordable means to communicate with donors, members, and other Americans could have a severe impact.
Those interested in opposing the Act, should call your House Representative ASAP and express your opposition to this package and your strong support to preserve paper choice. Tell them to vote NO on H.R. 3383, the “Increasing Investor Opportunities Act or Invest Act” and preserved the power of paper choice. You can find your House Member’s office phone number at www.congress.gov. and input your facility or home ZIP Code/address on the top right-hand side of the homepage.
What’s at Stake if Paper Choice is Taken Away? One Postal Customer Council (PCC) laid it out well:
- Consumer protection and choice.Millions of Americans—especially seniors, rural residents, and lower-income households—depend on paper statements, bills, and notices to manage finances, access services, and avoid fraud. Investors and consumers—not regulators—should decide how they receive important financial information.
- Data privacy and security.Paper communications remain one of the most secure channels. Forced digital default increases exposure to cyberattacks, identity theft, and data breaches.
- Informed investors.Digital disclosure does not equal comprehension. Paper ensures critical financial information is actually seen, read, and retained—not buried in inboxes or spam folders.
- Resiliency and reliability.Digital-only systems fail during outages, disasters, or cyber events. Paper provides a necessary backup that keeps information moving when systems go down.
- Jobs and economic impact.Paper-based communications support millions of U.S. jobs across manufacturing, printing, mailing, logistics, and supply chains nationwide.
