Alliance Alert – PMG Steiner Sends Video and Letter to Employees: He Expects to Make the Current Structure Work

July 17, 2025

Dear Alliance Members:

New Postmaster General David Steiner sent a letter and a video address to all USPS employees. In them, he expresses confidence in the agency’s ability to succeed under the current structure as an independent establishment of the executive branch. Mr. Steiner rejects calls for the privatization or supplemental government funding of the agency. He also expresses confidence in the current USPS plan, including the pricing and product approach, while acknowledging that he will evaluate its specifics over time.

As you know, we at the Alliance have expressed grave doubts that the current structure can work, given the crossing of the revenue and cost lines and their growing separation. None of the last several PMGs and Boards of Governors have been able to crack the code to make it work. Postal Services around the world are finding the same thing. The recent House hearing on USPS featured several diverse mail industry experts agreeing that the current self-financed model cannot succeed.

We look forward to working with the new PMG as we have with many before. We expect that his perspective will adjust as he takes the reins of USPS. In any case, we are united in the overriding objective of a healthy USPS that delivers affordable, reliable service to all its customers.
