The Postal Regulatory Commission just announced it will use phasing of proposed rules for rates. The first phase will consider limiting USPS to once-a-year increases and restricting USPS from reducing workshare discounts any further from the USPS avoided costs. Comments are due in 30 days from the Federal Register Notice.

First set of Commission proposals. Today, the Commission issues the first such notice. As discussed therein, the Commission proposes two changes to the ratemaking system: (i) restricting the Postal Service from adjusting Market Dominant rates more than once per year; and (ii) restricting the Postal Service from setting workshare discounts farther away from their avoided costs.
Comments on the two proposals described in this Order are due 30 days from the date of publication in the Federal Register of the proposed rules.
