First Class mail slowdown review proceeds

The USPS proposed slowing service standards for First Class Mail for about 39 percent of the volume, extending from 2 to 3 days to 2 to 5 days on September 1.  The Postal Regulatory Commission established a lengthy review process that will lead to an advisory opinion on July 20 that USPS will be free to ignore.  And the agency is very likely to ignore the widespread opposition and a PRC advisory against the idea.  Nonprofits certainly will be harmed by the slowdown as FCM is their lifeline to revenue in may cases.  But the agency is plowing ahead with its 10-year plan no matter what.
